Setting Up
I had to change my set up a bit because I was losing all the bottom heat. I took pictures to show all of you how to do it. it was/is pretty simple
This is the ladder that's hanging a a shelf in a basement I kinda just wrapped the lights around it before but it was losing all the heat from exposure. This was fine for the brassicas but I knew my tomatoes, peppers, and eggplant would not be happy.
I covered the ladder with a strip of drywall that was lying around I put the plants on top to make sure it was a good fit. Now came the fun part. The rope lights came with hooks and screws. I went and got both a manual and electric screw driver and began to attach the lights .
The manual screwdriver help get the screws started just a little bit. when I tried with just the electric the slipped a lot. I begin with the basic phillps head and used the electric to finish it off. It was pretty fast it maybe took five minutes to attach the hooks and lay the rope light down.
Here's what they looked like all attached. I had to make sure I pulled the rope light a bit so I attached it hook by hook. This enable me to to keep the line taut.
Here they are turned on. I know, I know, you are all an awe! But seriously they are rather pretty. The bonus is they are waterproof so clumsy me doesn't have to worry about setting the house on fire whenever I want to water the ground cherries.
And here is the finished products. The lights have been working WAY better since I did this. My tomatoes have been sprouting like crazy and I'm seeing the beginning of the peppers and eggplant.

Seed Starting On A Budget
I'm trying to spend less than $300 on renovating the entire lot. Seed starting is a great for growers on a budget but it can also get pricey. If you're like me then you hate spending money for things you can do yourself or buy cheaper. I tried to devise a plan that could give me tons of healthy plans for only a few green backs.
